John Deere 4300 Loses Power

I have a 4x4 hydrostatic John Deere 4300 and when I am going up hill or even on the road it loses power and slows down to a crawl and then I have to let off the pedal and push the pedal down again and it will go full power for a little ways and do it all over again, what would cause this? I have checked the hydraulic fluid level multiple times and changed the filter and it did not make a difference.

Even though you mentioned changing the filter, there could still be issues related to clogging or improper installation. Double-check to ensure the filter is clean and properly seated. ....

Ok thank you I appreciate it, should I flush it with new hydraulic fluid or something else? Just curious as to whether or not there's a cheaper solution to flush it with? Considering the price of hydraulic fluid. ....
